Redbridge Neighbourhood Community Infrastructure Levy (NCIL) Funding Programme.
Redbridge Council recently consulted with the community on the new Neighbourhood Community Infrastructure Levy (NCIL) Funding Programme. The consultation has ended, the new funding programme is now launched, and the council is accepting applications for NCIL funding from community groups in the borough.
What is NCIL?
NCIL is a portion of the Community Infrastructure Levy (CIL) awarded to local people to initiate and support community-led projects.
Public consultation
A 6-week consultation period for the new NCIL funding programme began on 22 May and ended on 3 July 2024. As part of the consultation members of the community were asked to vote for their top priorities for funding NCIL projects in their local area and the following project categories were chosen:
- Greening the Borough– examples can include projects for improving local public gardens and open spaces, planting projects, or support for existing greening projects.
- Health and Wellbeing – projects that promote walking, sports and general health and fitness for all ages.
- Environmental Sustainability – for example projects that support the council’s climate change action plan through local initiatives and help reduce carbon emissions.
- Sustainable Transport – can include support for projects relating to walking and cycling or improving infrastructure for sustainable transport.
- Community Safety – projects that help guard against crime, or support road safety around schools etc.
- Empowering young people – projects that encourage youth representation, provide mentoring, and help young people explore their interests and potential.
The above local priorities are now the focus for funding community-led projects and initiatives under the new NCIL funding programme.
What happens next?
Now that the NCIL funding programme is launched Redbridge Council is inviting applications for funding. You can make a funding application by visiting the application submissions webpage for Redbridge Council's new Neighbourhood Community Infrastructure Levy (NCIL) Funding Programme.
What funding will be available and how do I apply?
Provided that you meet the application criteria, you can apply for up to £20,000 towards your project. This can be used to support existing projects or to fund new initiatives.
To obtain a funding award, project proposals must meet the council’s project assessment criteria and align with the top funding priorities, as voted for by the community. Valid applications will be considered by the Funding Panel, who will make the final decision on whether to fund the project.
You need to be part of a constituted group to apply – this includes voluntary groups and resident’s associations. You may apply as an individual via a constituted group, provided that you have the support of the group to do so. All projects must benefit Redbridge residents.
Key Dates
Appointments to discuss your project with a council officer and receive help and guidance for your application can be arranged, (appointments are arranged by request via an email to dpd@redbridge.gov.uk). Appointment spaces are limited and can only be booked during the following weeks:
- Week commencing 5 August 2024
- Week commencing 19 August 2024
- Week commencing 2 September 2024

Workshops - meet Redbridge Council officers, learn about the funding programme and discuss your project ideas. Venues and dates for the workshops are as follows:

- Redbridge Central Library, Studio 2, 3 - 5pm, Monday 12 August 2024

- Funding programme launch (start of application window), 15 July 2024
- Close of funding programme (close of application window), 30 September 2024
- Funding panel meeting during the week commencing 14 October 2024 (precise date to be confirmed)
Projects will be awarded funding between November-December 2024, payments are expected to be made between December 2024 and January 2025.
