Mount Pleasant Disused Football Playground Consultation

    Introduction

We would like to hear your views on the disused football play area on the Mount Pleasant Estate.  We are asking all residents to fill in a brief survey that will ensure that any improvements made to this space meet local residents’ needs. This survey can be completed online or in writing.

    Background

The football play area was installed over ten years ago. Unfortunately, due to anti social behaviour and complaints from local residents, this was closed and has remained disused for some time.

    Consultation proposal

We would like to bring this space back into use and have some suggestions based on resident feedback.  We are aware that there is a shortage of parking spaces on the estate, there is limited play spaces and more green space has been requested.

We are therefore proposing that the football court is utilised to offer these improvements to local residents.

The proposed changes can be seen on the photo below and are set out as follows:

    • The disused football area (highlighted in blue) will be replaced with 8-10 additional parking bays surrounded by knee height rail bars.
    • A new through road (highlighted in orange) will be cutting across the current grass area.
    • New green space and play areas will be relocated (highlighted in green).
    • Options for the additional communal space (highlighted in red) include:

    a) leave this as paved area

    b) create a new green space

    c) create further parking

d)use it for plants or a community planting project

    Other issues to consider

    • The disabled bay may need to be relocated to provide the new through road
    • Possibly disposing of old lighting in the football play area and replacing this with newer lighting in better locations to ensure the area is well lit

     Relocation of small play areas

We are proposing that existing play areas are relocated (as set out above) and will explore if additional play equipment can be added.

What are the Pros and Cons?

    Advantages

    Disadvantages

    Creation of more parking spaces

    Slight loss in green space

Reducing potential antisocial behaviour associated with the disused play area

    Loss of unused football area

Hard ground for parking already exists, reducing the cost of relaying new a new surface for parking

Potential to improve lighting in darker areas to reduce antisocial behaviour

    Making use of unused space

Productive use of the Environmental Improvements Budget

    Cost of proposed improvement works

Improvement works will be funded from the Council’s Estate Improvement Scheme budget.  Leaseholders will be required to contribute towards any such improvement scheme in accordance with their lease agreement.

The consultation for the proposed work will run from  26 June to 31 August 2023.

We will let you know the outcome of the survey after we have reviewed the feedback from residents. We will keep you updated on improvements agreed including timescales for this work.

  • We have received reports that the current bin provision for blocks 19-36 and 55-72 at Mount Pleasant estate is inadequate as the bins are often overflowing.

We are proposing to provide an additional 1100 euro bin to be located beside the existing bins in the external bin station for each block.

We are conducting this short survey from 6 July to 1 September 2023 to invite your views on this.

If you have any queries regarding the consultation, please email housing.enquiries@redbridge.gov.uk or telephone 020 8514 2400.
