The Council has previously received a petition from Gardner Close requesting that new permit parking controls are introduced. This is in response to concerns over non-residential parking taking place in this road, which can make it harder for local residents to park near their properties.

A decision will be made based on the responses received to this consultation. It is important that you have your say. HOW DOES PERMIT PARKING WORK?

New permit parking controls could be introduced by extending the existing Wanstead D (WD) permit zone to include Gardner Close. All on-street parking in Gardner Close would be protected for local permit holders only. You can only use your permit to park in the zone that your permit was issued for.

Permit parking signs would be displayed at the entrance to the road to indicate that parking past that point is for local permit holders only, with smaller parking signs displayed on lamp posts as a reminder to drivers.

Permit parking controls would apply from 8.30am to 6.30pm, Monday to Friday (the same as the existing permit parking zones operating in the surrounding area).

There are usually no single yellow lines or permit bays marked in the road. Any existing single yellow lines would be removed where permit parking applies. All existing double yellows lines would remain in the road on safety and accessibility grounds.

This means that permit holders would be free to choose their own parking place, as long as this does not cause obstruction. This maximises the amount of parking space available to local permit holders as it means households can still park in front of their own dropped kerb when displaying a valid permit. It also reduces the visual impact that road markings can have on the street-scene.

Permit parking controls would only apply when parked in the main carriageway. You would not need to display a permit when parked on your driveway or when parked on any other private land.

CAR PARK

In partnership with Housing services, new permit parking controls could also be introduced into the existing car park in Gardner Close.

Parking spaces would no longer be rented to individual properties (currently at an annual cost of £121). All existing lockable bollards would be removed. The car park would instead be available to those displaying a valid WD permit on a first come first served basis, potentially saving existing car park users nearly £100 per year.

WD permits could be used in any of the parking spaces in the car park as well as in the permit parking area on Gardner Close itself. Enforcement may be taken against any vehicle parked outside of the marked bays in the car park to ensure that permit holders can freely access bays without obstruction.

For those residents that currently rent a parking space, at least one months’ notice would be given together with guidance on applying for any WD permits to enable continued use of the car park.


PRISSARD HOUSE, 84A GARDNER CLOSE

There is an existing car-free planning restriction attached to Prissard House, 84A Gardner Close, stating that residents living in this property would not be eligible for parking permits should such a permit scheme be introduced unless they hold a valid Blue Badge.
