Red Route (extension): Parking Consultation
The Council is reviewing parking controls on main routes into Ilford to ensure that these roads remain accessible for all users. We want to encourage visitors that support our local businesses by having unobstructed access into the town centre while being mindful of supporting the loading activities of local businesses and ensuring that visitors have somewhere to park. The information below outlines the new parking controls under consideration.

PROPOSED RED LINES (DOUBLE OR SINGLE)
New red lines (no stopping restrictions) could be introduced in your area as shown on the enclosed plan to help maintain and improve the free flow of traffic.
Double red lines operate at all times. They are mainly proposed in busy or narrow parts of a road or where there is a particular road safety need.
Single red lines (if proposed in your area) would only operate for part of the day, from 7am to 7pm, Monday to Sunday. Parking would be allowed on single red lines outside of their times of operation.
On double or single red lines (during the controlled times), vehicles would be prohibited from stopping unless in an emergency. Exemptions would apply for licenced taxis, for delivering or collecting postal items, or vehicles displaying a blue badge when they are picking up or setting down passengers.
During the controlled times, loading and visitor parking would need to take place within designated bays. To support these activities, new parking bays are proposed throughout the area in addition to existing bays.
PROPOSED LOADING BAYS
In order to support loading activities for local businesses, new loading bays would be introduced throughout the area while also keeping all existing loading bays.
There are different types of loading bays. Loading Only bays can be used by anyone, whereas Goods Vehicle Loading bays can only be used by goods vehicles (this is where the vehicle has been purposely constructed for the carriage of goods and is registered as such with the DVLA).

Whenever a vehicle is stopped in any type of loading bay during the permitted hours, loading activities must be seen to be actively happening. There will be a maximum length of time that a vehicle is allowed to remain parked while loading is undertaken. For all proposed loading bays, up to 30 minutes would be allowed. After departing the loading bay, the same vehicle would need to wait a minimum of one hour before returning to give other vehicles an opportunity to use that bay.
Some proposed loading bays can only be used during part of the day, for example, from 10am to 2pm and overnight from 7pm to 7am. The enclosed plan shows if this applies to any loading bays in your area. The purpose of this is to help keep vehicles moving during peak traffic conditions.
PROPOSED VISITOR PARKING
To help support local businesses, new visitor parking bays are proposed throughout the area (this is in addition to any existing visitor parking bays).
During the controlled hours of the bays, visitors can use the pay by phone facility to obtain one hour of parking FREE of charge with longer stays up to 2 hours available for a small charge. After using a visitor parking bay, the same vehicle would need to wait a minimum of one hour before returning to the same visitor parking bay.
It is proposed that most visitor parking bays (both existing and proposed) located on the Red Route would operate from 7am to 7pm, Monday to Sunday. This would bring these controls in-line with the operating times of single red lines that are proposed along part of the Red Route. Any proposed visitor parking bays in side roads (not located directly on the Red Route) will typically apply at different times.
