Loxford Lane Area: Parking Consultation (stage 2)
Thank you to those residents that responded to our earlier parking consultation. The results showed that the majority of respondents (with 82%) supported new permit parking controls being introduced.
What has been agreed?
In light of the majority support received, these proposals are now being taken forward to the next stage of the consultation process with any objections or other representations being invited.
The plan on this webpage provides an overview of where new parking controls would apply. This would form an extension to the adjacent Ilford Zone C permit parking area, with controls operational at all times (24 hours a day, 7 days a week).
At the request of L&Q (as the managing agent), the permit parking proposals now include all local L&Q managed parking areas. Any private parking enforcement in these parking areas would be terminated, with enforcement of the proposed permit parking controls being undertaken by the Council. This proposal for L&Q areas currently remains subject to agreed funding.
The proposals outlined on this webpage would deliver a range of benefits such as providing a consistent approach to the protection of local parking spaces and preventing the likely displacement of parked vehicles into any uncontrolled areas from where new parking controls are introduced nearby.
How would permit parking work?
Only those that live or work inside the controlled area would be eligible to apply for permits. A permit can be used to park in any of the permit controlled roads in the zone that the permit was issued for.
Signs would be displayed at all entry points into the Ilford C permit parking area to indicate that parking is for local permit holders only at all times. Smaller parking signs would be displayed throughout the permit parking area as a reminder to drivers.

In most cases, the proposals would not introduce any new single yellow lines or marked bays (the main exception being shared use parking bays that are proposed on Loxford Lane). This means that permit holders would be free to choose their own parking place, as long as this does not cause obstruction. This also helps to reduce the visual impact that new road markings can have on the street-scene.
All existing double yellows lines would remain and further double yellow lines would be provided at all local junctions on road safety and accessibility grounds.
In order to support visitors, for example those using local businesses or recreational facilities, shared parking areas would be provided that could be used by both permit holders and pay by phone users. Visitors would be able to benefit from one hour of parking FREE of charge, with longer stays available for a small charge. Permit holders could use these shared parking areas at any time for as long as needed.
How much do permits cost?
The cost of a parking permit for residents in Redbridge is among the lowest in London and Essex. The annual cost of the first Resident Permit is £37.50, a second Resident Permit is £175 and any further Resident Permits cost £290. Residents may also purchase a book containing 10 daily Visitor Permits at £16.50. Further information on parking permits and prices can be viewed online at: www.redbridge.gov.uk/parking
What happens next?
The proposals outlined in this leaflet aim to reflect the majority view of those that responded to the consultation. However, as part of a continued consultation process, we are now inviting any final objections or other representations to these proposals. In addition to this leaflet, a notice setting out these proposals has also been advertised in the local newspaper together with street notices displayed in the proposed roads.
It is important to note, a final decision has not yet been made on which roads would be protected by new permit parking controls. Any objections or other representations that are received will be fully considered and this may result in changes being made to these proposals.
