Chadwell Heath - Parking Consultation
The Council has received a petition from Chafford Way requesting that new parking controls are introduced. This is in response to concerns over non-residential parking taking place within this area, which can make it harder for local residents to park close to their properties. It is likely that these parking issues are also affecting other uncontrolled roads in this area.
HAVE YOUR SAY
We are consulting you to see whether you would support new parking controls in your area to make parking easier for local residents. A decision will be made based on the responses received to this consultation. It is important that you have your say. Please carefully read the information in this leaflet before responding to this consultation.
Please complete the online parking questionnaire at the bottom of this page.
OPTION A: SINGLE YELLOW LINES
New single yellow lines could be introduced in your area to prevent on-street parking for part of the day. This could be from 8am to 9.30am and 2.30 to 4pm, Monday to Friday, in-line with the petition request. However, alternative days and times can be requested when completing the questionnaire.
These restrictions would need to apply every week (for example, we are not able to provide single yellow lines that only apply during school term times as not all drivers will be familiar with local school holiday dates).
It is important to note that single yellow lines would prohibited parking during the restricted hours regardless of whether you are a local resident or not.
An exemption would apply for blue badge holders and a limited number of free parking bays could be provided to try and help those residents and their visitors that do need to park on-street during the controlled times. However, any free bays would be available on a first come first served basis and they could be used by anyone (including non-residents).
OPTION B: PERMIT PARKING
New permit parking controls could be introduced in your road to protect local parking spaces for local permit holders only.
Permit parking controls would prohibit non-residential parking as seen with Option A: Single Yellow Lines, but with the advantage of allowing local residents and their visitors the option of being able to park on-street at any time of the day for as long as they need when displaying a permit.
The days & times of operation would be decided based on the responses received to this consultation.
Permit parking signs would be displayed at the entrances to the controlled area to indicate that parking past that point is for local permit holders only, with smaller parking signs displayed on lamp posts as a reminder to drivers. You can only use your permit to park in the zone that your permit was issued for.
There are usually no single yellow lines or permit bays marked in the road. However, any existing double yellows lines would remain at junctions on safety and accessibility grounds.
This means that permit holders would be free to choose their own parking place, as long as this does not cause obstruction. This maximises the amount of parking space available to local permit holders as it means households can park in front of their own dropped kerb when displaying a valid permit. It also reduces the visual impact that road markings can have on the street-scene.
Permit parking controls would only apply when parked in the main carriageway. You would not need to display a permit when parked on your driveway or when parked on any other private land.
FURTHER CONSULTATION
Depending on the results of this consultation, it is possible that only part of the consulted area may proceed to the next stage of the consultation process. A further consultation would be held over the proposed design inviting any objections, representations or other comments before a final decision is reached.
