Why are we proposing a School Street at Woodford Green Primary School?
Woodford Green Primary School, located on the boundary between the London Boroughs of Waltham Forest and Redbridge, has requested a School Street to enhance safety for pupils travelling to and from school. As the surrounding roads are managed by both Redbridge and Waltham Forest, the changes may affect routes used by Waltham Forest residents. Both boroughs residents are being consulted on the proposed scheme.
What is a School Street?
A School Street is where non-residential motor vehicles from outside the School Street zone are restricted from entering the zone and travelling past school entrances during the schools’ start and finish times. School Streets operate during term time only. Traffic signs at the entrance to the School Street zone will inform drivers of the time that the restrictions will operate.
Who would be exempt from restrictions?
Residents and businesses within the School Street zone must apply for a free vehicle exemption to access their property during operating hours. Those outside the zone, including parents, will not be exempt and cannot drive through during restriction times. Vehicles may exit the zone at any time, as restrictions apply only to entry.
I have a blue badge, am I exempted from School Streets restrictions?
If you live within the School Street zone you will be eligible for an exemption and should apply for a free exemption to avoid a penalty charge notice. Blue badge holders living outside the School Street in both Waltham Forest or Redbridge are not automatically exempted from School Streets restrictions.

What if a child needs to be transported to school in a vehicle for safeguarding and welfare reasons?
Arrangements will be made with the school to ensure children with specific travel needs e.g. disabilities or Special Educational Needs, are still able to be safely transported by their parents or carers to school.

How are School Streets enforced?
The restriction will be indicated by advanced signage and signage at the relevant junctions. It will be enforced by traffic enforcement camera. A Penalty Charge Notice (PCN) will be issued to the owner of any vehicle that infringes the restrictions.
When would the School Street Zone take effect?
Following the consultation, Redbridge Council will decide whether to proceed with the scheme, considering all responses. Residents, businesses, and parents will be informed in advance if the School Street goes ahead. Due to its proximity to the borough boundary, Redbridge is consulting the London Borough of Waltham Forest and will share any feedback received.
