Antisocial Behaviour Public Space Protection Order 2025

The London Borough of Redbridge is consulting upon a proposed new Public Spaces Protection Order (PSPO) covering the wards: Ilford Town Centre, Valentines, Clementswood, Loxford, Barkingside and Cranbrook (see map in documents on right-hand side of page).
A previous antisocial behaviour PSPO has been in place since 2020 and was renewed in 2023. Local people have consistently told us that antisocial behaviour is an issue that is important to them and that they want to see action taken to address antisocial behaviour. Following resident feedback and partnership data analysis, we are proposing a new PSPO to replace the current antisocial behaviour PSPO to include additional clauses on emerging issues impacting safety.
The proposed PSPO will enable the Council to introduce new measures to address emerging issues and continue implementing a range of measures to address antisocial behaviour issues and help improve public spaces in this area. The Order will last for a period of three years unless revoked by the Council.

The order will prohibit:
Person(s), either on foot or in a vehicle are prohibited from:
(i) Consuming alcohol in public places, refusing to stop drinking or hand over any unsealed containers which are believed to contain alcohol, when required to do so by an authorised officer to prevent public nuisance or disorder.
(ii) urinating or defecating in a public place. This includes the doorway or alcove of any premises to which the public have access.
(iii) performing street entertainment outside of the areas designated in Schedule B or perform in more than one of the designated areas within a 24 hour period or perform any form of street entertainment that causes a nuisance to nearby premises or be offensive in any way.
(iv) a person(s) in a group of two or more refusing to leave an area when required to do so by an authorised officer to prevent anti-social behaviour, public nuisance, or disorder. The named person then cannot return to the restricted area for 24 hours without good reason to do so.
(v) Fundraising may only take place within one of the two designated areas within Ilford Town Centre; with no more than 3 fundraisers present within each area; and for a maximum of 3 non -consecutive days in any week commencing Monday. No person shall fundraise in a way that causes a nuisance to nearby premises or members of the public. This includes obstructing the highway or shop entrances.
((vi) No person shall beg. This includes begging near a cash machine or begging in a manner reasonably perceived to be intimidating or aggressive.
(vii) No person shall at any time engage in any prohibited activities mentioned: Street Gambling – this includes playing of a game of chance for winnings in money or money’s worth, weather any person playing is at risk of losing any money or not. Street Gaming – this includes frequenting or loitering in the street within the restricted area either on his/her own behalf or on the behalf of someone else, for the purpose of betting, agreeing to bet, or paying, receiving, or settling bets, or assisting others to do so. This includes pretended games of chance where in reality there is no chance to win.
(viii) No person should affix or distribute any forms of advertising in the restricted area. This includes the advertisements for those offering personal services this includes the advertisement of telephone numbers.
(ix) riding bikes, scooters and or similar equipment in a dangerous or anti-social way, if so an authorised person may request a person to stop and or dismount.
(x) Covering their face in an attempt to intimidate and or conceal or partially conceal their identity to cause harassment, alarm or distress to any person; this includes scarves, balaclavas and masks. This clause does not include face coverings worn in respect of religious or cultural beliefs and or medical reasons.
(xi) No person should use microphones, loudspeakers, megaphones, loud hailers, any other similar equipment, or mains electricity or power generators, designed to amplify the volume of speech or music 24 hours a day, without written authorisation from Redbridge Council.
Offences under this Public Space Protection Order
Any person who, without reasonable excuse, fails to comply with the terms of the Order is guilty of an offence and shall be liable on summary conviction to a fine not exceeding level 3 on a standard scale.
A police constable, a Police Community Support Officer, an authorised council officer or persons authorised by the council may issue a Fixed Penalty Notice to any persons they have reason to believe has committed an offence. (S.68)
A Fixed Penalty Notice of £100.00 will be issued to offenders. Payment of the Fixed Penalty Notice will discharge any liability to conviction for an offence under Section 67 (1) of the Act.
