Proposal to Increase the Number of Places at New Rush Hall School from 80 to 140

The London Borough of Redbridge is proposing to increase the number of places at New Rush Hall School from 80 to 140, providing an additional 60 specialist places for children and young people with Social, Emotional and Mental Health (SEMH) needs.

New Rush Hall School is Redbridge’s only dedicated SEMH special school. The proposal responds to the identified need for additional specialist SEMH provision in Redbridge and forms part of the Council’s wider SEND sufficiency planning.

The statutory representation period runs from 18 September to 16 October 2026.

What is being proposed?

The Council is proposing to increase the number of places at New Rush Hall School from 80 to 140.

Detailed accommodation planning and project development will continue alongside the statutory process to determine the preferred delivery solution for the additional places.

The statutory proposal relates to the increase in the number of places at New Rush Hall School and does not approve a particular building, accommodation or capital delivery solution.

Subject to statutory approval and completion of the necessary project development and delivery work, the proposed implementation date is 1 September 2027.

Why is this needed?

Demand for SEND provision in Redbridge has increased significantly, with continued growth in the number of children and young people requiring an Education, Health and Care Plan (EHCP).

Within this wider trend, demand for specialist SEMH provision has increased, creating additional pressure on existing local specialist provision.

The proposal would increase the availability of specialist SEMH places within Redbridge and support more children and young people whose needs require specialist provision to access appropriate provision locally.

Previous Consultation

Before publishing the Statutory Notice, the Council undertook a pre-publication consultation between 25 October and 29 November 2024 on the proposal to increase the number of places at New Rush Hall School from 80 to 140.

A consultation event was held on 13 November 2024.

A total of 27 responses were received: 23 in support, 3 neutral and 1 objection.

The consultation responses have been considered by the Council as part of progressing the proposal to the statutory stage.

Statutory Representation Period

The statutory representation period runs from 18 September to 16 October 2026.

During this period, anyone may submit comments, objections or expressions of support regarding the proposal.
